Why CRA exists.
Premium cigars require a dedicated national voice because the threats facing this industry are legal, legislative, regulatory, and cultural.
- Adult premium cigar consumers
- Family-owned retailers
- Independent manufacturers
- The agricultural regions behind the leaf
Premium cigars are targeted from every direction.
Federal agencies continue to seek broad authority over premium cigars. State legislatures propose punitive excise taxes, flavor sweeps that inadvertently capture premium tobacco, and shipping restrictions that cut off adult consumers.
Prohibitionist coalitions are well funded and coordinated. They do not distinguish between a mass-market vapor product and a hand-rolled premium cigar. Without a dedicated defense, the premium category is treated as collateral in every fight.
Premium cigars are different — in product, in consumer, in trade.
Handcrafted product
Long-filler, hand-rolled tobacco produced in limited quantities. Not a mass-consumer product and not designed for youth appeal.
Adult enthusiasts
A community of adult consumers who choose premium cigars deliberately as a legal, taxed, and regulated product.
Small-business trade
A trade of small manufacturers, family-owned retailers, and agricultural regions that depend on category stability.
A dispersed community cannot answer a coordinated attack.
Legislators, regulators, and judges weigh organized constituencies. A million cigar enthusiasts acting alone is not the same as a coalition speaking with one voice at a hearing, on a rulemaking, or in a courtroom.
CRA exists to make consumer voices count where the decisions are made — through membership, action alerts, testimony, comment drives, and sustained field presence.
- • Federal taxes that could double retail prices overnight.
- • Flavor bans that sweep in traditional tobacco varieties.
- • Shipping restrictions that eliminate mail-order access.
- • Generational bans that phase the category out entirely.
Consumer voices win votes. Industry funding wins the long fight.
Manufacturer and retailer support underwrites the multi-year legal and legislative work that a single membership drive cannot sustain. It is why CRA can commit to fights that outlast any one session or administration.
The national voice for premium cigars.
Legislative advocacy
Full-time federal representation and coordinated state-capitol engagement on tax, flavor, and shipping legislation.
Grassroots mobilization
Action alerts, legislator lookup, and hearing-week mobilization that put member voices on the record.
Legal defense
Direct engagement in federal litigation defending the premium cigar exemption and challenging regulatory overreach.
