★ Where the work happens

Five fronts, one coordinated defense.

Legal & Regulatory Defense

Defending premium cigars.

Premium cigars are shaped as much by courtrooms and rulemaking dockets as by legislation. CRA works with legal counsel and industry partners on litigation, regulatory comments, and legal strategy so premium cigars are treated as their own distinct category rather than lumped in with every other tobacco product.

Federal & State Advocacy

Fighting for better laws.

CRA tracks federal and state proposals that would tax, restrict, or ban premium cigars, and works to shape or stop them. That means engaging Congress and state legislatures, providing testimony and technical guidance, and pressing for language that recognizes the difference between premium cigars and mass-market tobacco.

Industry Representation

Representing the industry.

CRA carries the premium cigar community's position into rooms where decisions get made: meetings with lawmakers and their staff, policy conferences, agency discussions, coalitions with allied organizations, and industry gatherings where consumers, retailers, and manufacturers align on shared priorities.

Grassroots

Mobilizing cigar advocates.

Policymakers respond to constituents. CRA gives cigar consumers and businesses the tools to speak up — action campaigns, petitions, legislator lookups, alerts, and member communications — so opposition to harmful proposals arrives quickly and in volume.

Long-Term Influence

Building long-term influence.

Advocacy is not a single campaign. CRA invests in the durable infrastructure this fight requires: long-standing relationships with policymakers and staff, education for legislators new to the issue, and the monitoring and research capacity needed to respond the moment premium cigars are threatened.
